Added "Background space parallax" system (disabled until we have graphics for it).
Added basic quest GUI to interact easier with quest NPCs.

Repositioned NPC portrait on quest window.
Added tooltips with help text to stats and skills section of character info window.
Max item level now shows "infinite" when tier is 9 and level is 90.
