My Windows is 8.1 x64 system. Most easiest way is full update of windows(important, critical and other tipes shits), then uninstall all c++ and net framework. After that install again c++ 2013 or 2015 (in my case 2015) and net framework. If want some .dll file use google to find them and download what need x32 or x64, depend of your system. That is all. After that my HSR start without problems.
